MCP aggregates and reorganizes publicly available environmental data, including U.S. EPA Enforcement and Compliance History Online (ECHO) data, Discharge Monitoring Report (DMR) data, and related federal/state regulatory records. We are not affiliated with, endorsed by, or sponsored by the U.S. EPA or any state regulatory agency. "ECHO," "EPA," and agency names are used for identification only.
Regulatory data is sourced from third parties and refreshed periodically. At any given time the Service may reflect data that is frozen as of a prior date (for example, DMR data through a specific reporting period and violation/enforcement data as of a specific refresh date). Source records themselves may contain errors, omissions, reporting lags, or reclassifications. We do not warrant that any data shown is current, complete, or accurate. The authoritative sources are EPA ECHO, the relevant state agency, and the facility's actual permit and official records.
Some indicators in MCP — including but not limited to computed permit-limit exceedances, compliance tiers/scores, capacity-trigger and near-trigger flags, and opportunity flags — are our interpretations and calculations derived from underlying data. They are distinct from official agency determinations. Where the Service distinguishes "computed" from agency-flagged items, that distinction is itself an interpretation. Methodologies may change. No indicator in MCP constitutes an official compliance determination.
MCP is an informational and lead-intelligence tool. Nothing in the Service is legal, regulatory, engineering, financial, or professional advice, and no engineer-client, attorney-client, or other professional relationship is created by use of the Service. Engineering judgments — including whether a facility requires equipment, upgrades, or corrective action — must be made by a licensed professional reviewing primary records. Do not rely on MCP as the sole basis for any bid, design, regulatory filing, purchasing, or business decision. Verify all information against official sources before acting.
The Service is provided "as is" and "as available," without warranties of any kind, express or implied, including merchantability, fitness for a particular purpose, accuracy, and non-infringement.
To the maximum extent permitted by law, Winschel Environmental, LLC is not liable for any indirect, incidental, consequential, special, or punitive damages, or for any lost profits, lost opportunities, or decisions made in reliance on the Service. (Counsel to set an aggregate liability cap — commonly fees paid in the preceding 12 months.)
Users are responsible for their own compliant use of any underlying public data accessed through the Service.
